how the cycle of losing less fat and less fat problem?

I am a 17 year old. I'm from 6.1 to 183 pounds. due to Genetic Unfortunately, my Body Fat is stored in the legs and hips, normal male body fat is stored in the belly. any so that fat in the legs and the area above gives a feminine look and I want to get rid of. I watch my diet doing cardio, all I have the option to bike, but my problem is I want to burn fat, so my legs look more feminine than masculine. I can roll with resistance, long time and quickly, shortly, slow to do? and the bicycle, I do exercises that I learned from Men's Health magazine as the assault "The hip lift" hound "clamshell" I need suggestions for my goal and answer my questions.
