How to calculate% Body Fat and what is the% healthy?

My waist is 36 inches, my hips is 37 inches. My weight is 71 kg and my height is 163cm. I am male, 17 this year. My BMI is 26.7 so I think that I need to lose at least 10-16 kg of fat. I tried a few sites, which I think is very inaccuate. I have several numbers ranging from 19% to 26% + my gym does not provide services of% fat body and I just try things on websites. pls Explain yourself!
