Body Fat is 28.2 for women. Is that bad?

I weigh 123 and im 5'3. I exercise 5-6 days and 45-60 minutes of cardio by day with weights 3 times a week. I do not understand why my body fat is high. Suggestions? I think I am beautiful and feel good. I eat very healthy every 3 hours to keep my metabolism. But how I can do to decrease by at least 20 percent? and why is my percentage of fat body so high? I work hard, but can never get. What should I do?

Is the average. But if you work this property and assume you get the right amount of protein, one would think that a little lower. Maybe I should try less cardio and more weight.
