What is more relevant to measure Body Fat, my measurements (method of the army) or a Body Fat Analyzer?

My sister is to get a difference of 8% (37% of the army and 29% of a handheld scanner to the gym). We wonder why there is so much difference. Web pages more information are welcome. Thank you.
